I believe that you can report scraped content in a few places, whether to G’s webspam team, and I believe that there is also a way to report copyright violations (ie scraping your content).
Because this scraping is combined with cloaking, they may find it more interesting and also find it perhaps more simple to punish the entire network that is engaging in this.
Some people say they don’t care but this is the exact kind of thing that Google does care about, because without the ability to punish this, it’s basically a spammer’s race to inifite scraped websites for Google to crawl and index.
Try giving them as large a list of URL’s as possible.
Edit: I agree that this is not necessarily a targeted “negative SEO attack” as others have said, rather it’s someone trying (and succeeding) to scrape and steal your content. Their intent is not to suppress your rankings but pirate them (or simply use your content to create extremely low-value PBN link farm sites), and it’s probably an automated process.
